Job Description:

  • Provide training support in the development of an enabled and capable AAF A7, with a focus on in-country training, management, and tracking/reporting of skill levels and distribution. 

  • Conduct and attend advising sessions in accordance with schedule developed by J-Lead.  Subcontractor shall document AAF training sessions and provide a monthly analysis relative to CJ7 training objectives. 

  • Coordinate with CJ7 on the development, briefing and execution of AAF decrees and plans to define AAF in-country training policy.  These policies will define the interactions, roles, responsibilities, authority limits, and processes used in the training functions.

  • Instruct in development of transition plans for maintenance technician and air crew in-country training goals from present AAF training programs and out-of-country training. Coordinate these plans with CJ4M, CJ1/7 trainers, Group staffs, and AAF equivalents.

  • Instruct planning measures to achieve and maintain AAF manning levels in line with current and planned Tashkil.  Focus will be given to developing plans to achieve targeted distribution of skill levels and ratings.

  • During periods of heightened security, contractor shall assist the CJ7 J-Lead with other administrative tasks as required.

  • Prior military service Personnel officer/senior NCO or private sector experience in Human Resources to include develop, delivering and assessing training
  • Previous demonstrated experience working with coalition/allied forces
  • At least 2 years of experience managing training and personnel programs for Higher Headquartersand/or Operational Level of War (Division/NAF or above or service equivalent). 
  • And understanding of the CJ17 Train, Advise, & Assist (TAAs) environment and support to the Afghan Air Force Headquarters and/or Higher level.
  • At least 1 year demonstrated experience in managing Training, Transient, Holding, Student (TTHS) accounts in specific or Afghan Pay and Personnel System (APPS) systems of record in general or equivalent, such as Integrated Pay and Personnel System-Army (IPPS-A) or Air Force Integrated Pay and Personnel System (AFIPPS). 
  • At least 6 months operational experience in a TAA capacity.
  • Leadership position at the HHQ or Operational Level of War with emphasis on Manpower, Personnel, Training and/or Education.
  • Must be able to pass CENTCOM medical, dental and other CRC-related deployment requirements from CRC at Ft. Bliss, TX.   
  • Must continue to maintain CENTCOM Mod 13 and other deployment-related requirements for the Afghanistan theater of operations    
  • Must be in possession of a current/active US tourist Passport with at least 6 months of remaining eligibility
  • Must be able to receive and maintain a current/active Afghanistan visa
  • Must be in possession of and maintain an appropriate-level current/active security clearance with eligibility to receive/maintain a NATO clearance for the duration of the deployment     
  • Must be willing to work and live in austere and hostile environments in Afghanistan, and understanding of the possibility to be further assigned to any location in Afghanistan, as allowed by the contract
  • Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment, as required.  Force protection will be provided by authorized sources.  
  • Must have the demonstrated ability to communicate in English, both orally and in writing
  • Must comply with all theater command policies, regulations, and General Orders
  • Personal Computer (PC) skills, interpersonal skills, MS Office skills
